Neighbouring cells are cells that touch in all the eight directions. Corner cells have three neighbours, edge cells have five neighbours, and all other cells have eight neighbours. I hope you understand.

Have a look at the solution of the example in the IB. The circle having '6' indicates that there are six odd numbers neighbouring it. 3, 5, 1, 7, 3, 9 going clockwise starting from the top '3'.
Similarly, observe the '5' in the 2nd box. It should have five odd numbers neighbouring it. 7, 9, 1, 7, 9. Similarly try to check the rest of the circled numbers.
Using this rule, you need to solve the sudoku.

If you haven't understood, please let me know, I will try to explain it in more detail.
