Yes, the '?' can take multiple values, like the IB example. It is not required to fill in the question marks to get points. Will get this added in IB.

It is already mentioned that the arithmetic progression is not necessarily in order.

Does 4 inside a circle imply 4 neighbouring numbers greatest than 4 and 4 neighbouring numbers less than 4 . Or we could have one of these conditions in this case ?

It could be either. It could also be both.
