You are right! Dropping the I makes solution correct. Good puzzle. Enough space left to place one pentomino confused me and I made error placing I there and ending up having no solution.

Me too. I kept wondering during the solve if that empty space would be an L or an I, and it took a while to reach the actual solution, because I'm slow with reflecting pieces. Nice work to force nothingness.

 How did you feel about the length / time limit for this test? Just right

It'd have been nice if the "pentominoes can't be reflected" rule were emphasized because I don't think it's standard (see Para's blog and USPC 2013, for example).

Or maybe I'm just a little annoyed because I spent lots of time on that puzzle thinking I screwed up because I thought it was non-unique, and eventually gave up >.<

Other than that, it was a lot of fun and the puzzles were well-constructed!
